"Add Cellular Plan" option is missing on iPhone
If you go to Settings โ Cellular on iPhone and don't see "Add Cellular Plan," there are four likely causes: your iPhone is carrier-locked, it's a region-restricted model without eSIM hardware, you're running an old iOS, or the option is hidden because the phone is in a setup state. The first thing to check is the iPhone's Carrier Lock status (Settings โ General โ About โ Carrier Lock). Most missing-option cases come down to a locked phone. The second check is whether your iPhone has eSIM hardware at all (dial *#06# and look for an EID).
Below: each of the four causes, how to identify yours, and the recovery path for each.
Cause 1: Carrier-locked iPhone
The most common reason. If your iPhone is bound to a specific carrier's network, iOS sometimes hides the "Add Cellular Plan" option entirely instead of showing it and letting you fail.
How to check:
- Settings โ General โ About โ Carrier Lock.
- If it shows anything other than "No SIM restrictions," your iPhone is locked.
How to fix:
Request an unlock from your home carrier. The full process is in how to check if your phone is carrier-unlocked. Major US carriers typically unlock within 24-48 hours if you meet their criteria.
Once unlocked, restart the iPhone. The "Add Cellular Plan" option should appear in Settings โ Cellular.
Cause 2: Region-restricted iPhone (no eSIM hardware)
A small number of iPhones were sold in markets where eSIM hardware was deliberately omitted. The most affected market is mainland China. IPhones sold there have no eSIM chip at all, and "Add Cellular Plan" can't appear because there's nothing to install onto.
How to check:
- Dial
*#06#on your iPhone. - Look for an "EID" (32-digit number).
- If no EID appears, your iPhone has no eSIM chip.
Also check the model number: Settings โ General โ About โ Model Number. The format is something like "MQ8L3LL/A." The two letters before /A indicate region:
- LL = USA (eSIM hardware present)
- CH = mainland China (no eSIM hardware on most models)
- ZP = Hong Kong (eSIM usually present)
- J/A = Japan (eSIM usually present)
- B = UK (eSIM present)
- F = France (eSIM present)
- D = Germany (eSIM present)
If you have a CH-suffix iPhone, the hardware isn't there. The only real fix is using a different iPhone for travel.
Cause 3: Older iOS version
Apple added the "Add Cellular Plan" interface in iOS 12.2 (2019) and refined it through subsequent versions. Very old iOS builds either don't have the option or have it labeled differently.
How to check:
Settings โ General โ About โ Software Version. If you're on iOS 12 or earlier, the option may be labeled "Add Cellular Plan" but located elsewhere, or it may not exist at all.
How to fix:
Update iOS to the latest version supported by your iPhone:
- Settings โ General โ Software Update.
- Download and install any pending update.
- Restart iPhone after the update completes.
- Re-check Settings โ Cellular for "Add Cellular Plan."
Note: iPhone XS, XR, and 11 series can update to current iOS. iPhones older than that (iPhone X and earlier) may not have eSIM hardware regardless of iOS version.
Cause 4: iPhone is in a setup or restricted state
Less common but real. Two situations:
MDM-managed iPhone. If your iPhone is enrolled in Mobile Device Management (work or school), the MDM profile may restrict cellular plan additions.
- Check: Settings โ General โ VPN & Device Management. If an MDM profile is listed, you're managed.
- Fix: ask your IT department to lift the restriction. The change takes effect after the iPhone syncs with the management server.
iPhone in initial setup. If you just unboxed an iPhone and the "Add Cellular Plan" option is missing, it may be because the iPhone hasn't fully completed initial setup or activation. Walk through every prompt in the setup flow, including any cellular activation prompts. After setup completes, the option should appear.
What to do if you've ruled out all four causes
If your Carrier Lock says "No SIM restrictions," your *#06# shows an EID, you're on the latest iOS, and there's no MDM profile. And "Add Cellular Plan" still isn't appearing. That's unusual. A few last-resort steps:

Reset Network Settings. Settings โ General โ Transfer or Reset iPhone โ Reset โ Reset Network Settings. You'll lose saved Wi-Fi passwords but cellular settings reset. After reset, re-check.

Try a different iOS approach. Settings โ Cellular โ tap "+" or "+ Add" if you see a plus icon (some iOS versions use a plus rather than the full text). The button may exist but be visually subtle.

Contact Apple Support. If none of the above works, Apple may need to verify your iPhone's eSIM activation status on their end. Sometimes a server-side flag prevents eSIM provisioning and only Apple can clear it.

Frequently asked questions
QWill updating iOS erase my data?
No. Software updates preserve all your data and settings. The only thing that changes is the iOS version.
QMy iPhone says "Add Cellular Plan" but greyed out (un-tappable). What does that mean?
Usually means iOS is in a temporary state where eSIM additions aren't allowed. For example, during a system update, immediately after a factory reset, or while a previous eSIM install is still in progress. Wait 5-10 minutes and check again. If still greyed out, restart the iPhone.
QDoes the "Add Cellular Plan" option work when the iPhone is in airplane mode?
No. ESIM installation requires either Wi-Fi or cellular data to download the profile. Pure airplane mode (no Wi-Fi) blocks the install. Wi-Fi during airplane mode works fine.
QMy iPhone is unlocked but I just bought it used. Could the previous owner's account interfere?
Possibly. If the iPhone was set up with someone else's Apple ID and Activation Lock isn't fully cleared, cellular plan additions can be blocked. Sign out of iCloud, do a factory reset (Settings โ General โ Transfer or Reset iPhone โ Erase All Content and Settings), then sign in with your own Apple ID before trying the install.
QDoes the option appear differently on iPad vs iPhone?
Yes. On iPad with cellular, the path is Settings โ Cellular Data โ Add Cellular Plan. The wording on iPhone is "Cellular" without "Data". Minor difference. The functionality is the same.
QCan I install Eflexsim from a Mac if my iPhone is missing the option?
No. The eSIM profile installs onto the iPhone's embedded chip via iOS. Macs can't substitute. If iPhone can't add the plan, you'd need a different device (different iPhone, iPad, or Android phone) or to fix the underlying iPhone issue.
